Referring to the telegraphic correspondence noted in the margin, relative to the smugling

of opium on board the S. S. "Lishima Maru", I have the honour to report that on the arrival of

this vessel on the 2nd. December the following

persons were arrested by the Police; -

Edimand Walter Heckrath, 37 years, born at Capetown; British Passport dated 4th. March, 1915.

Elta Rearden, 32 years, born in America, but a British subject: Passport dated London, 7th. October, 1915.

Emilie Delcoire, 32 years, French subject: French Pass-

1915. -port dated London, 4th. October,

The Police at the same time seized 707 lbs of raw opium in eight trunks bearing the names of the two women.

These persons were duly prosecuted before the Police Magistrate, who acquitted them. At the conclusion of the

case Heckrath informed the Captain Superintendent of Police that

he was in fact engaged in smuggling opium and that this was not the first occasion on which he had done so. He stated that the women were not concerned in the matter.

Your telegram of the 2nd. December refers to a man named H. N. Hinton, who is apparently not the same person as Heckrath. Heckrath was identified by the Police as the master of a valet named Horne who was prosecuted in Shanghai on the 20th.
